Welcome to the South Carolina Department of Health and Environmental Control (SCDHEC) State and Local Emissions Inventory System (SLEIS), a web-based application that allows permitted facilities to compile and submit point source emissions inventory data in accordance with regulatory reporting.

Please Note:
Minimum browser requirements for SLEIS are Internet Explorer version 9 or later, Chrome, or Mozilla Firefox.

ESA Registration Form
Registration for SLEIS requires that you download and complete the provided Electronic Subscriber Agreement (ESA) registration form. After you have completed the form please make a copy of the form and mail the original to the address indicated in the form instructions. When we receive your ESA, the information will be entered into SLEIS, and you will receive an email with a link to create your initial account password.

Inventory Completion
Your emissions inventory is not considered complete until the agency has received all portions of your packet. Those portions include the following:

1. Electronic Signature of SLEIS submittal
2. Supplemental Documentation (This may be attached within SLEIS, sent via email or as hard copy)
3. List of insignificant activities (This may be attached within SLEIS, sent via email or as hard copy)
4. Facility General Page (This may be attached within SLEIS, sent via email or as hard copy)

SLEIS Import File Specification
