Welcome to the South Carolina Department of Environmental Services (SCDES) State and Local Emissions Inventory System (SLEIS), a web-based application that allows permitted facilities to compile and submit point source emissions inventory data in accordance with regulatory reporting.

Please Note:
Minimum browser requirements for SLEIS are Internet Explorer version 9 or later, Chrome, or Mozilla Firefox.

** Users in SLEIS are created/updated through the "SLEIS User" portion of the Air Annual Update submission in ePermitting.  If you have need to update, add, or remove users from your facility in SLEIS, please contact us at ei_submittals@des.sc.gov for guidance.

Inventory Completion
Your emissions inventory is not considered complete until the agency has received all portions of your Inventory submittal. Those portions include the following:

1. Electronic Signature of SLEIS submittal (this is the electronic signature process in SLEIS, not ePermitting)
2. Supplemental Documentation (This may be attached within SLEIS, sent via email or as hard copy. If attaching in SLEIS please do so BEFORE electronic signature submittal)
3. List of insignificant activities (This may be attached within SLEIS, sent via email, or as hard copy. If attaching in SLEIS please do so BEFORE electronic signature submittal)

SLEIS Import File Specification
The purpose of this document is to describe the SLEIS file import process and flat file specification.
